TOWN OF GOSNOLD

WARRANT

ANNUAL TOWN MEETING

May 22, 2023

County of Dukes County, ss.To either of the Constables of the Town of Gosnold:

GREETINGS:

                In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Gosnold qualified to vote in town affairs and elections to meet at the Avalon in said Gosnold on Monday, May 22, 2023 at 10:30 in the forenoon to act on the following articles:

Article 1:                  To choose a moderator to preside at said meeting.

Article 2:                  To hear the report of the Town Officers and act thereon.

Article 3:                  To elect the following officers for the ensuing terms and set salaries for the same in the below amounts, or such other amounts as the Town determines.

  1. One Selectboard member, Board of Health member for 3 years.Salary $7,610.00
  2. One School Committee members for 3 years.Salary $125.00
  3. One Public Library Trustee for 3 years.No Salary.
  4. Three Harbor Committee Members for 3 years.No Salary.

Article 5:                  To see if the Town will vote to authorize the Treasurer, with approval of the Board of Selectmen, to borrow money from time to time in anticipation of the revenues for the financial year beginning July 1, 2023, in accordance with the Provisions of General Laws chapter 44, section 4.

Article 6:                  To see if the Town will vote to authorize the Treasurer to enter into compensating balance agreements for the financial year beginning July 1, 2023 in accordance with Provisions of General Law’s chapter 44, section 53F.

Article 7:                  To see if the Town will vote to appropriate a sum of money to defray town charges and expenses for the fiscal year ending June 30, 2024.

Article 8:                  To see if the Town will vote to appropriate a sum of money in anticipation of reimbursement of the Commonwealth’s share of the cost of work under Massachusetts General Laws, chapter 90, section 34.

Article 9:                  To see if the Town will vote to appropriate a sum of money for expenses of the Harbor Management Committee

Article 10 :               To see if the Town will vote to appropriate a sum of money for the Water Enterprise Fund.

Article 11:                 To see if the Town will vote to appropriate an amount of money for the State indemnity for pest and disease control in accordance with the Provisions of General Laws, chapter 132, section 14.

Article 12 :               To see if the Town will vote to appropriate and transfer a sum of money into the Stabilization fund, or take any other action thereon.

Article 13:                To see if the Town will vote to amend the Town’s Zoning By-Law by adding the following new language at the end of the current text of section 9. Solar Facility “Solar energy systems,” as defined by Massachusetts General Laws chapter 40A, section 1A, or structures that facilitate the collection of solar energy.

And you are hereby directed to serve this Warrant by posting an attested copy of the same in the Post Office Building on Cuttyhunk Island and in the Farm House Building on Hadley Harbor on Naushon Island not less than seven days before the day appointed for said meeting.

Hereof fail not and make due return of the Warrant with your doings to the Town Clerk at the time and place of holdings of said meeting.
